We should all read carefully what Aung Zaw has written. He is correct to say that there is no more inside and outside. And he is right that the true crisis managers are Burman and nonBurman Burmese who shoulder the burden of both relief and development work. Rowdy expatriate parties are not new(s).

Alison Vicary, Sean Turnell, and Wylie Bradford of the Burma Economic Watch Team here use the Fund for HIV/AIDS in Myanmar as a case study in looking for that Holy Grail of economists: cost effectiveness. The tone of this report can be described by the [him] moderator as 'snarky'. College sophomores use the same style. So the paper would not be accepted for publication in a peer reviewed journal. But then the Burma Economic Watch has never presented itself as one.

WhenThailand detected its first Aids victim in 1984, few Thais had a clue about it. And 25 years later, with more than one million people suffering from HIV/Aids, few still have a clue about it. Apart from the fear of deep social stigma, people have a lot of misunderstandings about the disease and little awareness on self protection. And that is the challenge for the hotline service Aids Access Foundation. - Bangkok Post/ Outlook/ June 24, 2008 -

In the correspondence below we see that a WHO regional advisor writes "Myanmar has one of the BEST public health care delivery system in the world." This makes the [him] moderator concerned about the mental health of the advisor. What is the evidence base that mental health interventions after emergencies are effective?

Sister Mary's car is all but held together with sticky tape and string, but she guides it over the bumpy roads of Mytkyina as lovingly and carefully as if it was one of her chronically ill patients in a wheelchair. She knows how important this old jalopy is. It's what enables her and Lucy, her local sidekick, to visit some of the people who would be totally cut off from help.

The [him] moderator received this anonymous comment: "The same characters who are oppose humanitarian aid to Burma are defending Chevron's ability to stay in the country and using US tax payer money to reimburse Chevron for taxes that it pays to ... the junta. The people defending an "engagement" position with respect to a private oil company are so morally righteous and so actively anti-engagement on the humanitarian front. Outrageous."

This article would have been much more useful if an estimate was given by Fadela Chaib of the number of people previously taking DOTS in Nargis affected areas. Their interruption of treatment will not necessarily lead to resistance if they are treated as temporary defaulters by a fast-recovering National Tuberculosis Programme. There is a much greater risk of increased transmission in camps. Watch for more disaster recovery materials soon.
